. thank you for joining us. i'm mike hydeck in for jc hayward today. the man police named the east coast rapist was scheduled to plead guilty in a virginia courtroom but apparently aaron thomas had a change of his

mind. so what happened? let's get right to peggy fox live in manassas. what's the deal, peg? >> reporter: well, mike, aaron thomas was expected to plead guilty to two rapes and three counts of abduction with intent to defile. those charges go back to halloween night of 2009 when three teenage girls who were out trick or treating were abducted and two of them were raped. but today in court when the judge asked aaron thomas how he pleaded for the first rape charge, here's what he said. i don't know which is right or which is wrong. i don't know what i'm doing. the commonwealth's attorney says he wasn't surprised that aaron thomas did not plead guilty because of his previous erratic behavior. >> i certainly would not want

him to plead guilty if he had any question about whether he should or not. if i'm not convinced that he's willing and -- ready, willing and able to accept responsibility, i don't want him to plead guilty. >> reporter: aaron thomas who is 41 is known as the east coast rapist because police in maryland, virginia, connecticut, and rhode island have connected his d.n.a. to 13 rapes. and in lengthy telephone conversations with "the washington post" reporter, he's admitted to many more rapes going back to the early 1990's. in fact at the end of this month, he was scheduled to plead guilty in a leesburg rape from 2001. now that could be in jeopardy. if there's no plea deal in this case here in prince william county, a trial will move forward. that's something prosecutor paul ebert was hoping to avoid to keep all the victims from testifying but he says he's ready if it's going to go to trial. >> thanks. peggy is live in manassas, virginia. former d.c. council chair

kwame brown will go before two judges. he's scheduled to be sentence on violating a campaign statute. in federal court he's awaiting for sentencing for lying on loan applications. both of these crimes carry a six-month sentence. it's happening in federal court today. bruce johnson has been covering the sentence. he has the latest now. bruce? >> reporter: hi, mike. former councilman chairman kwame brown has been sentenced here in federal court. he was sentenced on the felony charge of bank fraud. here's the sentence and came as a surprise to many people. he's now in the custody of the u.s. marshals. the just sentenced him to remain in the custody of marshals for the remainder of this business day. come 5:00 he will be released. as you say he has another court appearance at 2:00, 2:30 this afternoon on a misdemeanor charge over in superior court. the felony, the big one, in addition to being sentenced to the custody of u.s. marshals for the rest of the day, he will be under a 10:00 p.m.

to 6:00 a.m. curfew for the next six months. he will be under electronic monitoring. he will be forced to remain in his home. he will be allowed to go out for religious events and work events approved by the court. after that six months home detention, he's got two years of supervised release and included in those two years will be some 480 hours of community service. judge richard leon made it clear he wants that to be visible community service. he wasn'ts kwame brown to be seen out there in the community. the 42-year-old former chairman did address the court. he told the judge he is sorry. he apologized. he said he does not consider himself a victim. he says that he's no longer the role model that he had always thought to be to his family, to his children and to the community and he practically said that his political career is ruined. so again former council chairman kwame brown who resigned from office has been

sentenced to spend the rest of today in the custody of the marshals. they will escort him over to superior court late dear in the middle of the afternoon -- later today in the middle of the afternoon for the court appearance. he will be under six months home detention with electronic monitoring. the prosecutors wanted six days to be served on the weekends. that sentence here from u.s. district cowsht. >> he's not done -- district court. >> he's not done yet. another top ranking military official is under investigation in the scandal that brought down the head of the c.i.a. danielle nottingham has more. >> reporter: general john allen, the top u.s. commander in afghanistan is now linked to the scandal involving former c.i.a. director david petraeus. federal investigators are looking into inappropriate e- mail communication between allen and tampa socialite jill kelley. kelley is the woman who went to the f.b.i. with anonymous threatening e- mails that agents traced to

petraeus' alleged girlfriend paula broadwell. general allen says he did nothing wrong. >> general allen is entitled to due process in this matter. >> reporter: a senior u.s. defense official says the latest investigation centers on 20 to 30,000 pages of e-mails and documents from allen's communications with kelley. kelley's brother defended her character. >> i know who my sister is. i know she's a good mother and a good wife. >> reporter: allen remains in command of 68,000 u.s. troops in afghanistan. he was supposed to be here on capitol hill this week for hearings on his nomination to be supreme u.s. commander in europe. now that's on hold. he resigned friday and admitted to the extramarital affair. his former aide says he's extremely remorseful. >> he said in those words i screwed up. what i did was wrong. there's no excuses for it and he's not going to try to explain it away. >> reporter: broadwell hasn't

been seen since the scandal broke. monday night f.b.i. agents searched her north carolina home. they left carrying several boxes of documents. danielle nottingham, cbs news, washington. >> allen could face military charges if the investigation uncovers a sexual affair but again that investigation is still ongoing. still to come on the news at noon, convicts and veterans working together. it's a program showing some great promise. find out why it could be expanding in maryland.

is helping veterans. it uses inmates to help service thoak back from -- those back from combat. >> reporter: terry dorsey says of all the difficult things about raising young dogs, one of the most difficult for him is putting them in their crates at night. >> being locked up, i know the feeling and they haven't even done anything. >> reporter: that's because after ten years at the hagueesttown correctional -- hagerstown correctional institutes, dorsey says he wouldn't wish a life behind bars on his worst enemy, much less his new best friend. >> no matter what happened through the day, you can go to him and he's going to be the same. >> reporter: terry dorsey is one of a dozen inmates at the hagerstown prison taking part in a brand new program. >> easy. good girl. >> reporter: that uses inmates who are veterans. >> i was a combat engineer. >> i was a hospital corpsman. >> reporter: to live with. >> it's a strange thing to wake

up in a penal facility to hear a dog barking. >> reporter: and train service dogs that after about a year will be given to wounded veterans who have returned home from iraq and afghanistan. >> it's an opportunity for me as a veteran to help them. >> reporter: right now inmates at three maryland prisons are training a total of seven service dogs, four of them here at hagerstown. by january another seven puppies are expected to be added to the program which is believed to be the first of its kind in the entire country. >> the best thing i've seen come down the road. >> reporter: lieutenant robert shoe maker who runs the program in hagerstown calls it the most remarkable program he's seen during his 31 years working in the prison system. >> i'm just glad to be a part of it. >> reporter: a program by all accounts benefiting everybody and every puppy involved. >> it's an opportunity for him to grow and for me to grow with him. >> reporter: as a result the maryland department of public safety will likely expand the program to many more prisons throughout the state over the next several years. >> one of them told me the

degree range out in garrett county. it's 43 in winchester. frederick is 46. 48 in culpeper. that is what looks to be the warmest on the board. maybe harrisonburg at 49. here in the district a chilly midday. outside mostly cloudy off to the east. some breaks out to the west here in northwest on our michael & son weather camera. the big picture, the front is coming through. that's brought in the cold airp. got rid of the warmth -- cold air. got rid of the warmth. we're going to see the skies clear somewhat this afternoon. tonight we should go clear and cold. maybe a few showers -- a few clouds rather well south and east early. a sunny day on wednesday but we're starting in the 20s and 30s. this time of year we're only going to get to about 50 or so in the afternoon. tomorrow night again in the 20s and 30s with a few more clouds. and on thursday it won't be as clear. we'll call it partly sunny and still chilly with highs only in

the low 50s. in fact looks like a rather cool seven-day period coming up. temperatures today 52. we're done with the showers. by this afternoon we should see more and more sunshine, especially west of town. mid-30s tonight in town. 20s in the burbs with 50 degrees tomorrow. 51 on thursday. as we head toward friday and saturday, not a bad finish to the week or start to the weekend. a couple of question marks about sunday and monday. coastal storm may develop. if that happens, it will be rainy and raw. if it doesn't develop a little farther east, we might be improving this. i would rather give you the worst-case scenario as opposed to you getting caught off guard but it could be a rainy, raw sunday and monday with temps in the 40s. again today more sunshine. we'll get to about 52 with a little luck. stick around. we'll be back with more 9news now at noon in just a moment.

can you believe thanksgiving is next week already? amazing. i hope you're prepared. chances are a lot of people think of thanksgiving as a big carnivores holiday but there are probably vegetarians in your family. we have you covered. joining me now is our chef from a restaurant in capitol heights. what are you working on now? >> this is a corn bread dressing. we'll crumble this up in the package. we heat them up. after we have the corn bread crumbled up, we'll add these ingredients into the pan, bake it in the oven. >> what's in there? >> these here. we'll put these in here. a couple of other spices we've added to it to make it flavorful. >> is there water in there? >> a little bit of water and

oil along with the vegetables and of course that's poured on top of this and we bake it. takes about maybe an hour or so for it to bake. we have a finished product. >> you're going to pour that in there or move on to the next thing? >> we can do that. this would end up being cooked. we'd have our corn bread crushed. we pour this on top and bake did in the oven. we'll show you in just a minute what it looks like. we'll drop this in the oven right here. we'll come back to that in a moment. this is the vegan holiday roast. this is something we're well known for us as well as our macaroni and cheese which we'll get to in a minute. this is wheat gluten and whole wheat flour. all of the starch has been washed out of this so it's just wheat gluten. really protein is left. we add the seasonings to this. the seasonings i added. water is added to n. once we've -- to this.

once we've got it-- >> if somebody wants to try this out, what kind of basil? >> garlic, onions, seasoning, whatever you would use if you were preparing a roast at home. the same seasonings. we've mixed all of that together. we need it and pull it apart so it's nice and gooey. would you add it into this pan right there. drop that in there and spread it out like we'd like to. maybe there are more seasonings that would be needed. >> how long does it take to make something like that? >> about an hour, hour and a half. >> let's show them the finished product. that is the corn bread dress something. >> yes. >> here we have what the roast looks like. >> that's the vegan holiday roast indeed. >> we have less than a minute so let's talk about some of the side dishes you have here as well. >> what that is collard greens, very well seasoned. this is our world famous macaroni and cheese, vegan. no dairy cheese. of course that's yams. >> if people want to find you, everlasting life restaurant and lounge in capitol heights is
